Russian Universities’ Scholarship Provision Strategies for International Students and Their Implications for Global Access to Higher Education

Abstrak

International scholarships serve as a vital instrument for enhancing academic mobility and expanding global access to higher education. This study analyzes the strategies employed by Russian universities in providing scholarships for international students and examines their impact on the distribution of educational opportunities across countries. Using a descriptive–qualitative approach, data were collected from official Russian education policy documents, university reports, and publications related to international scholarship programs. The findings reveal that Russian universities implement three primary strategies: government-funded scholarships through the Russian Government Scholarship (Quota Program), merit-based institutional scholarships, and partnerships between universities and international organizations. These strategies not only increase the number of international students studying in Russia but also strengthen the nation’s educational diplomacy and academic reputation. The study underscores that scholarships play a crucial role in promoting equitable access to education, enriching academic environments, and enhancing global cooperation in higher education.
